Mykhailo Fedorov: Ukraine is ready to provide conditions for the work of IT specialists from Belarus

For the some day, Belarus is experiencing one of the most profound political crises in its history. Now in the risk zone is the most progressive field of the country's business – IT-sector, which for several years was actively developed and provided up to 10% of GDP.

The blackout of the mobile and Internet services and systematic disruptions in the banking system force IT-companies in Belarus to look for opportunities of relocation. It is a forced measure for them to keep their business, customers and continue to perform their commitments under current agreements.

The Ministry of Digital Transformation with the Ukrainian IT-business is ready to create all the necessary conditions for the comfortable relocation of IT-companies and professionals to Ukraine. Ukrainian IT-company can invite a foreigner for work. The person needs to provide only the copies of the passport with a certified translation and a 3.5x4.5 colour photo. The company then applies to the Employment Center, with copies of the foreigner's passport, a photo and a draft employment agreement. Within 5-7 days, the Employment Center proceeds permission. That’s it. Now the foreigner can legitimately live and work in Ukraine. This process can be used by any foreign specialist, regardless of his level of qualification.

Furthermore, with the support of the Government, we also provided the opportunity for  5,000 highly qualified IT specialists to immigrate to Ukraine. They can obtain a certificate of permanent residence and work in Ukraine for ten years.

Immigration by quota system allows foreign IT-professionals to be employed under the same conditions as Ukrainians. They will not be limited with specific periods of stay in our country and to one particular place of work or position. They can also become private entrepreneurs and immigrate to Ukraine with their families.

I would like to remind you that in our country it is possible to register as a sole trader, make changes to it or close a business entirely online. We have one of the fastest and most comfortable procedures for registering as an entrepreneur. It only takes a few minutes to complete the form, and it doesn’t require any specific knowledge. A notification of registration will appear on the user’s page on the portal and will be sent by e-mail.

5 000 quotas are divided among the regions of Ukraine, where the most IT-companies are located. Dnipropetrovsk, Odesa and Lviv regions can accept 600 foreign specialists each, Kharkiv region – 700, and the city of Kyiv has 2 500 quotas.

To use quotas, foreign specialists already living in Ukraine have to submit their documents to the territorial division of the State Migration Service at the place of their registration. Specialists who are outside of our country have to go to Ukrainian embassies abroad.
