The Unified State Register of Pets will be launched in Ukraine, which will become the basis for creating digital veterinary passports

The government adopted a resolution on the launch of the Unified State Register of Domestic Animals — dogs and cats. It will contain information about the number of animals in Ukraine, availability of vaccinations, veterinary passport data and information about the owner or keeper. The creation of the Register will make it possible to reduce the number of homeless animals, as well as bring Ukrainian legislation closer to international standards.

During the briefing, where the launch of the project was announced, representatives of the Ministry of Agrarian Policy, the Ministry of Digital Transformation and the State Service of Ukraine on Food Safety and Consumer Protection emphasized the importance of quality data on domestic animals and explained how the Register will work.

"Implementation of the Unified state system of registration and identification of domestic animals is a request with which the Ministry of Agriculture is constantly addressed by animal protection organizations and veterinary associations. It has existed for a long time, and the full-scale invasion of the Russian Federation made it urgent. It is important that registration of animals will be free of charge and voluntary," Denys Bashlyk stressed.

The creation of the Unified State Register of Domestic Animals will make it possible to record scheduled vaccinations to understand the overall picture and make effective management decisions.

In addition, the Register provides information on lost and found animals. So that, if somebody lost a pet, he or she can report it. When the animal is found, he or she will receive a notification and can return the animal home. This will significantly reduce the number of homeless animals in the country.

"The implementation of the Unified State Register of Pets is a positive message for a country that is integrating into the European system. Identification of domestic cats and dogs is a requirement of European Union legislation. To date, there is no single register of animals at the national level in the EU countries. Therefore, Ukraine will become a flagship in this direction. And I am sure that, using the example of our country, we will be able to show how fast, convenient and comfortable it is not only to keep records but also to ensure the possibility of convenient movement, as well as to have digital analogs of identification documents," emphasized Olga Shevchenko.

After the Register is filled and fully launched, the data it will contain will become the basis for launching a digital veterinary passport in Diia. It will allow anybody to store important information about his or her pet in smartphone instead of paper documents.

"When a child is born in a family, no one doubts that it should be registered, documents drawn up, vaccinations given. The same should happen with pets, and now we are creating the basis for the owners to carry out a timely veterinary examination of animals, in particular, to regularly vaccinate them against rabies," said Slava Banik.

Registration of animals is free of charge and will be voluntary. Anybody doesn't need to go anywhere specifically for this. It is possible to register an animal during a scheduled examination in both a state and a private veterinary clinic after the full launch of the Register.

The development of the Register is currently ongoing. After the completion of the technical part and testing by veterinarians, we will announce the full launch of the project.

The project was created at the initiative of the Ministry of Agrarian Policy and Food of Ukraine and the State Service of Ukraine for Food Safety and Consumer Protection and is carried out with the participation of the Ministry of Digital Transformation of Ukraine.
